This is pretty straightforward in its racism. It's a racist caricature of Chinese people. If a television or movie actor did this they'd be out of a job really fast. Shame Youtube can't even manage the most basic of standards.

Yes anyone should be free to make content ( no matter whether it's good quality content or not ) but there are certain things that are ban-worthy and I think dressing up and doing a racist Chinese impression is on the ban list.
