You must have a pour or materials defect in the concrete on the soil side of that footing. Hmmm...

Wait until it dries out. Then test that area, and the surrounding area, with a hammer and chisel. If it's soft, it's a Portland cement or lime cement defect problem. There are specialty products available: several different premixed high lime/high Portland cement patch concretes.
