Wait until it dries out. Then test that area, and the surrounding area, with a hammer and chisel. If it's soft, it's a Portland cement or lime cement defect problem. There are specialty products available: several different premixed high lime/high Portland cement patch concretes.

If the defect is not too big--more like a hole or a crack--then you might want to go with an high-pressure injected epoxy patch. It works and lasts quite well. The area must be 100% TOTALLY DRY, cleaned, and prepared before using the epoxy patch.

If it's a series of small holes or a crack, use a power drill and concrete drill bit to drill out the soft spots. Go all the way through. Get down to hard, solid concrete. MAKE CERTAIN the area is dry. Use a hair dryer or blower to ensure dryness. Then inject the epoxy patch.
