People need to calm with the hacking reports of Defence Ministry website. Go talk to a good web developer. What a CMS is, what a hot and cold boot is, what maintaince is. He can tell you everything. Journalists aren't web developers

As for downtime, even the best hosting services have a downtime. These are things a web develop can best tell you. How much time it takes for maintaince, how often cold boots are done etc. Speculating on things you don't understand you can do anything

It could be that they are on the same hosting provider that's also down? I am also an electronics engineer. Have designed websites too. Not handled sever side hosting. Throw the jargon someplace else. Better would ask professionals
