        Agreed, but isn't that just a matter of the metrics that are based on the policies that @GooglePlay Protect has in place. I mean how would once judge, why is the data required. Why the IMEI collection not a violation of policy that Protect policy should "PROTECT"

        It very well might be and definitely should be. The reality is that it isn't. Not to mention the average user has no idea what they are agreeing to when they are faced with a "permissions" request. It's like a EULA. TL;DR -> INSTALL.

        Yes, right. Many times a user itself agrees to the terms and permissions without reading the whole statement or permissions being asked while installing an app. So, it's not malicious.

        Exactly. Millions of apps do it. "Ohhh look, free Sudoku! Requested Permissions: Access Identity, read/write SMS, Phone/Call Log, Access Contacts, Use Camera, Record Audio" 5 million downloads. WTF?!
