        In India whistle-blowers are held, and not celebrated. Hardly anyone ever gives out perks/bounties for finding vulnerabilities. & Security research is not something that govt. vest their interest in, even though the sitting govt. has been pushing for a "digital" India.

        And especially Government websites are mandated to have a certificate given by a verified authority called CERT IN or STQC. The people who are issuing the GoLive certificates are not doing their job properly. Process is defined, but implementation is lacking.

        Reasonable Security should be baked into the original development and not be left to be exposed by a security researcher or hacker. That's what India is lacking. Development teams don't have any security knowledge.
