OTA is here for that. In this case, this method is used to install preload apps stored in the device.

OTA is mostly used to do an OS update. I don't think it is useful to use it to update single apps. Can you see what apps it tries to install?

System apps is part of the OS so I do not agree with you and this is not how it's done today.

In theory, a release is well tested and all blocker and critical bugs had been fixed. Generally, main releases (MR1, MR2,...) add new features and fix the most important bugs

But bugs could still possibly exist. Especially when it's used on large scale, after an update.
