That code could be censorship or could very well be accounting for specificity of Chinese “internet” (which prevents access to some foreign resources). And if I wanted to put censorship deep i’d hide it better

I just mean, yes there is censorship in China. Their gateways are controlled, hence quote around their "internet". But the fact that Google tries to make product work with or despite doesn't lead to blame Google for it (I understood your statement as such)
