Now that you mention it, I'm not absolutely sure it was. I believe so, considering how often I saw it on people's phones. Especially people that had absolutely no idea how to do things like re-arrange homescreen icons or set a wallpaper.
I want to say on some lower end LG & Samsung phones it would let you pick a theme during setup. I recall being disgusted by the font playing with an LG phone using a similar font in a store once.
Ah, that makes sense. They'd set it during initial setup, and never change it.
Right. I saw some screenshots in bug reports back in the day and always assumed it was some app doing the rounds. People will install anything to give their devices something “unique”.
But it being offered during setup… otoh people like it so who am I to deny it 
To this day some devices offer different font choices. I also remember when reading up on it that older versions of Android could install font packs from Google Play Store in the form of apps (they used some sort of API OEMs added) — newer versions can't due to security changes.
