To be clear when I press volume - + power, I have the OnePlus splash screen and nothing after that. No UI, no fastboot, no adb :(

let them battery dry out... And then plug and chrg via laptop... Sometimes they do boot up this way

This time you need Qualcomm HS-USB Qdloader (EDL) mode and need MSM download tool and install driver when it boot in EDL mode

Then download system image from one plus and flash via msmtool

How do you start in EDL mode?

Try to press vol down + power button and connect to the PC same time check if any driver installations process
