never used by code in that package is what I believe he is saying...that doesn't rule out references from external packages...i don't see any reason for these kind of attributes to be made public. without any getter or setter methods....but looks like poor coding practice...
any unused objects or attributes should never remain and be deleted and if these are not used, it tells us about poor code reviews from testers/code reviewers and poor coding standards/practices followed by developers in Google...
