The round form seems to be related to the air intakes at the bottom. They look like the back of a computer power supply: if there's a fan behind, it can explain circular section. I think it's some kind of powerful, potentially heating, facade projector.
It does look suspicious. It could be some kind of security system like an x-ray scanner or something like that?
