leaving it at 20: eh fine enough but it’ll look bad hardcoding 19 or hardcoding (20-1) at the block level like many ppl have suggested: still bad, now we have declared the 20 twice, if we put the math in the css it’s a bit more implicit but still hardcored twice

In this case, the developer is simply wrong. How a developer feels about numbers in a text editor should always take back seat to user impact. I would also remind the developer that the universe is chaotic, and filled with numbers you might not find aesthetically pleasing. :)
As a designer, reminding developers about the deep chaos of the universe is my #1 power move
