I don't get most of the reviews around watchdogs. Machinima is all positive and "hyped" and yet gives it a 8...is this the new 9?

Haven't been on Twitter for a while and just noticed that the games my kids are playing on the iPad did a good job of spamming my feed..sry!
Sometimes you have to wonder how reviews hitting it right on the nail can give the game such a different score...
