Complicating this further is the fact that the whole online world is functionally its own nation, yet interconnected to all others, and not even the corporate owners of major platforms have the ability to either override the dissonance or enforce new universal digital rules.

I’m not sure which prospect unsettles me more: the idea of incompetent governments trying to collectively nationalise digital platforms, or the thought that corporations might stop skirting the legal/moral implications of their tech and embrace their roles as public enforcers.
