Sexual abuse via hazing isn’t a homosexual act just because it’s one guy doing it to another, and certainly not because it involves male penetration. (Some straight men enjoy being penetrated; some queer men don’t.) Arousal and orientation don’t enter into it for either party.

The kind of straight man who’ll happily sexually assault other men under the guise of “hazing” is just as likely to sexually assault a female partner under the guise of “arousal,” because in both cases the real point is his desire to exert power and control over another person.
