"Forced to fire"? The guy was running away. And the officer seemed to fire blind into the darkness. Perhaps his eyes saw more than the camera, but still. Public safety. Who knows where those shots could have ended.

Why would you fire your weapon at someone that you're not positive you could hit? They say no one was hurt yet several shots were fired, those shots went somewhere
