I worked in retail 2 decades ago in a safe suburb and this kind of thing would happen at least once a month. People have always stolen. They have him on camera. They'll likely catch him

That's not true. 950 is the point where it becomes burglary. Anything below is a misdemeanor, a lesser charge but a charge nonetheless.

Whatever; find me a DA who will charge someone - or cops who will arrest for it…the fact is the stores don’t even bother calling the cops in those cases bc they know nothing will happen.
