The "initial appearance" absolutely raises concerns. A grown man attacked a child and your officer questioned why he littered?

Do you even TRAIN your police officers?? Get a grip on your employees. It appears they know nothing about LAW enforcement

Sadly, there are too many "officers" who are in the job only to control/abuse/assault people.
