The tunnels will run on rubber tires and a road, rather than lines. That makes running costs much higher and less environmentally friendly. Think about road works, but in a small tunnel with a heavy vehicle passing over the same spot every few seconds.

Instead of 1 vehicle breaking down carrying thousand, you now have hundreds of vehicles that can break down.
