Making mounts and addressing in game issues are two separate divisions though. The asset department are always busy with stuff that won't affect gameplay, and gameplay designers (to my knowledge) don't spend time on mounts.

Maybe, but the point still stands... instead of having a division that is making stuff no one really needs, why not have those guys help the teams provide art or development for the things that are broken?

I don't think the store mount division is a separate entity. Character artists/animators at will be asked to make a dungeon asset or npc then maybe a store mount the next week. I could be wrong. Generally the art for the game is on point though. People have issue with gameplay.
