2. A computer is a crystalized substratum of language. Its purpose is to be a medium for information exchange between humans, though also it itself functions entirely via information exchange between the programmer and his manipulation of the electronic current in its hardware.

Pursuing this thought further, I came to understand what Terence McKenna meant with saying “the world is made of language.”
Language doesn’t require the exchange of information to happen between reciprocally conscious parties. Your neurons firing is a form of language.
