I think the WHO is really trying to save the situation by telling govmnts that if they make an effort they can contain this. The strategy involves saying it is containable (influenza is not, so has to be less infectious than flu) and that it is severe....

If it looks like a duck, swims like a duck, and quacks like a duck, then it probably is a duck. I don't know why WHO hasn't already declared it as a pandemic. Still they are upset that countries are not preparing for it like it is a pandemic.

I think we are being lied to globally about this. Governments needed time to prep for national pandemics. But they cannot say it outright in order to prevent a panic.
