From 2014-2017 there were 49,000 bookings into SF county jail of just 21,000 individuals. That means, on average, every person booked into the jail once was booked 2.3 times. I hope you don't just know about this known fact for years. The repeated offenders should be given harsher punishment first, and in parallel, work on the reform program. Reform is two ways street, you cannot just setup a program and wish the person is willing to be reformed.
