Pezzullo says he supports a free press exposing illegal operations by defence or intelligence agencies. But he says Australia doesn't do that. "We don't run off the book programs that are not known to this parliament."

The argument against the story seems more about how the technical capabilities to spy en masse don't exist, not so much that proposal was never raised.

Don't run off the book programs....yet two people are being prosecuted for exposing illegal operations by Australia against a smaller, vulnerable nation. So evidence contradicts him already.

What he's saying is that the whole Govt know about it, so it can't be "off the books". Think he just subtlety tried to wash his hands of everything and throw Govt under the bus. Yea but nah. He's just as culpable.
