Isn’t there a black one too? Is the symbolism white settlers living with black traditional owners?
Yes, black swan represents Indigenous Australians, but the white swan represents the White Australia policy. So the symbol of a black swan next to a swan representing a policy of only European (read: white) immigration doesn't work.
