So if you go to a bulk billing GP or ED & are not charged you don't value the treatment? If someone goes to the trouble of getting on a bus that's more evidence of them valuing it than a pile of papers at an airport

There is clear evidence that people, especially in certain demographics, avoid going to doctors if there's a lack of bulk billing. Thing is a strange argument and comparison. I'm surprised you're not asking the government to accurately measure the value of its services
