That's not to say if these numbers continue once the free travel period is over that the government shouldn't be congratulated, but to claim victory now is jumping the gun.

The ACT has been notoriously bad at data analysis and the use of data to inform, across a range of issues. Based on route changes, I doubt ticketing data were used effectively to inform the new network. Show us the data!
