I don't know, man.........there are several cities outside Wuhan that are not doing great. I am very worried about Wenzhou, Shenzhen, Guangzhou, Chongqing and Shanghai. Also, believing these numbers, with the concern of underreporting, is a leap of faith.
Obv we can't know for sure, but I think most local/provincial govts outside of Hubei are largely incentivized to find cases and report them now that this has become a huge national priority. So this might be a meaningful trend

Doesn’t that punishment actually have the opposite effect? They were punished for covering up or responding slowly/not well enough. Huanggang the 2nd worst affected city after Wuhan. (I’m no fan of the Party, just trying to understand things)
