No, the NLRB is a gov't agency that is supposed to objectively arbitrate disputes, they represent all people, labor and management and the represent no one, they are not supposed to take side they are supposed to follow the law, not impose their personal preferences

The NLRB is NOT supposed to be "objective" or whatever, it was created during the New Deal to PROMOTE collective bargaining.
