When randomly spinning the dials there’s a small chance you leave it on the combination, leaving it unlocked. This won’t happen with all 0’s
But there is a small chance that your unlock combination is all zeros.
Assuming that the resulting combination does not unlock it (possible in both cases), neither option gives away any information. However, most people who will claim to randomly spin the dials, won't actually randomly spin the dials. In that case, they do give away info.
Neither gives any info on a single observation, but maybe if adversary can observe your lock over extended period of time they learn more from seeing multiple scramblings than from always observing 0000?

it still would take 9999 days at least (if you don't use the same random comb twice) which is still 27 years
voted before thinking. If you randomly spin, you have already told the other person some of the numbers that are NOT the combo. So maybe their chances of finding the real one are higher.
Considering humans are really bad at doing stuff "randomly" I'd say zero it out. Erases all information about the previous state of the. If you in a hypothetical world can truly just mix a thing randomly they're equivalent.
