Dmitri Skobeltsyn observed positron in cosmic rays in 1929 but couldn't explain it. Blackett and Occhialini discovered positron few years later but delayed publication so Anderson published it first.

Paper received 2/28/1933, with publication dated 3/15/1933, is quite fast by today's standards, even given the relevance/importance of the findings.
