I think you got the order wrong. Rotating the digits would give you 393919 not 393991. (But 393919 still may not be a prime. I didn’t test.)

Wrong wording. You can shift the numbers around and it'll still be prime, but there are digit arrangements (ie 913939) that aren't prime.

Poorly stated. It’s not any combination, it’s the circular process of moving the first digit to the back that creates the new prime number.
