Does the radius of the outer circle have to be some multiple of the inner circle’s radius for this to work?

The relationship between the inner circle’s diameter and the outer circle’s diameter is inversely related to how many points the shape that’s drawn will have. In this case it’s 1/4 the diameter, so 4 points. At half the size the inner circle will draw a straight line.
