TL;DR it's because of a phenomenon called "total internal reflection" which means (in simplest terms) light can only travel from water into air at certain angles relative to the water surface. Because less light is able to escape from the water, it appears darker.

As the distance of surface particles smaller and osmosis able ~> darker may b due to interferences of light during reflections between these particles such as surface of sand or some fabrics
