        No they don't. That the electric field follows the wave equation with a constant speed doesn't imply that the velocity is constant in all rest frames. For example, a vibrating guitar string also follows the wave equation with a constant speed :)

        Are they not two different wave types though? Light = electromagnetic transverse wave, where as Sound Vibration = longitudinal wave. The latter wave has a different and variable velocity? The guitar strings wave velocity = λ * f

        (1) Licht ist halt ne elektromagnetische Welle. Das heißt die bestehen aus Schwingungen eines elektrischen und eines magnetischen Feldes. Die 4 Maxwell Gleichungen sind genau dafür da, denn sie beschreiben elektrische (E-) und magnetische (B-) Felder.

        No. That’s about c = const if charge density AND current density both = 0. Nothing about vacuum, if it is not defined so. It isn’t.
