There is nothing called fixed frame. The relative velocity between two reference system is v.
The word "fixed" is used to refer to the frame in which the "observer" is. It is true that relative to another observer, it is not fixed. But remember in relativity, there is an "observer" on a frame relative to which all measurements are taken

That' impossible, since it will violate Special Relativity Law. Nothing with intrinsic mass can travel faster than the speed of light.
What is a fixed frame? Velocity is always motion relative to something else. Two people floating in space can each assume they are in a fixed frame while watching the other zoom by.
