so he is not exerting any force, The force that is keeping this water ball moving is the repulsive force exerted by hydrophobic paddles? or its just not losing its initial energy even after colliding with peddle?

Most of the kinetic energy is *conserved* because when it hits the paddle, kinetic energy is dumped into deforming the water ball against surface tension, which then releases most of the energy back in the form of KE. Eventually all KE will dissipate though. Think of a dodgeball!
