It looks like a nice coincidence. The number of hours per day (24) comes partly from geographical reasons. 360 degrees of longitudes are divided into 24 units to create convenient time zones. On the other hand a unit of time is very well defined universal unit of time.

You are talking about sidereal days. This is a measure of earth rotation, not civil time keeping
Civil time is based on the solar day, what is quite more logical and practical for everyday activity, and one solar day is 24 hours
