The same phenomena happens with drops of water. Under the right conditions if you watch carefully, you can see 2-4 progressively tinier droplets form.

Surface tension is an old-fashioned term that gives the misleading idea that liquids have a skin. A more modern explanation of what used to be explained as "surface tension" is that the liquid moves to the lowest surface energy state it can get.
