In order to fund the ISOC and thus this work, given corporate contributions and philanthropy was not forthcoming, the delegation of .ORG was seen as a 'stop gap' funding mechanism by the U.S. Department of Commerce, which at the time exercised influence/oversight over ICANN. 3/

I have a lot of criticisms of ISOC and think it is utterly irrelevant and irresponsible with public interest money today. However, in its early years it was responsible for ratifying many Internet standards and constructed much of our private regime for governing the Internet. 4/
