He used nothing of the original (aside from lyrics), therefore it is fair use. For something to be fair use it has to be transformative from the original work. In the end, Roomie is in the right, and Billie's publisher is actually doing something illegal.

It isn't YouTube doing this

Either way YouTube needs to make a middle ground. Most of the stuff the companies have been claiming is 2 seconds of footage or something completely fair use. Either way, they shouldn't be allowed to take 100% of the profit.

I’ve seen videos get claimed by bands because of a five second sound bite of howling wind in a completely unrelated indie horror game the person was playing. But I guess that’s fair then

I wasn't saying it was fair. As a YouTuber I know how unfair the current system is, but these things take time. As you can see, they are trying to introduce a new system to allow creators to see what was claimed, and remove that from their video.

Exactly. The community has told YouTube about many issues for years... nothing has happened except for changes we don't need.

YouTube was almost sued out of existence by Viacom ($1 billion) for copyright infringement. That was the whole reason why the Content ID system was introduced. I get it, it's frustrating, but the costs of making a new broken system could be devastating, so it takes time.
