They are taking advantage of app and mini-program trends, specifically the gamification of their program to drive more traffic to their "message" via the mini-program. The gamification and your point, are two issues that result in the same goal.

The outcome, potential "punishments", propaganda, etc. are separate issues from the point of how they "gamified" the process of raking-up "loyalty points" to build upon citizen's "credit scores".
