As a homeowner, you own the plot of land that you purchased. You don’t own the entire neighbourhood, so one possibility is decentralize the power so that if I want to build a low rise unit on my land, my neighbours can’t prevent it.

One of the issues is that many people in SF genuinely believe higher density cities are bad places to live. Not just Manhattan, but Paris or Barcelona. And not just people with houses and gardens - people in apartments too.

I was talking to a long-time SF resident about a proposed mixed use development in our neighborhood (w/30% affordable housing) and they casually said "of course, I'm against growth". They offered no explanation and I got the feeling they assumed I would agree.

Is the issue height of buildings, or space in between them? When I lived in Tokyo it was full of low structures, even downtown. What it didn't have was lawns, landscaping, etc. If you get outside the Yamanote line I'm not sure Tokyo is much taller, but most buildings abut.

As far as I remember Tokyo is mostly (say) 5 stories, not mostly 2.
