Much like boolean algebra isn't fundamental to computing & programming in an abstract sense, but rather is an arbitrary low-level design choice, I don't think brains are fundamental to intelligence. I'd posit the most compact substrate for defining cognition is mathematics.

Wouldn't we have to throw out all of modern neural networks and restart with something else for this to be true?

Yeah. U can't teach machines the intrinsic nature of language. You can't base machine learning with linguistics. 2 many variable. The puns, the jokes, the basis of humanity. Robots can't capture that and never will. They might enslave humanity. But at a price to themselves.
