It's a bit like saying, "oh, hosting the Olympics is such a boon for a city's infrastructure". Have you considered that directly investing in infrastructure independently of the Olympics might be more capital-efficient (fewer oversized stadiums and more subway lines)?

There is a clear difference of result in the political science involved between public and private assertions of R&D. This is a macro vs micro economic issue of concern, not a flaw within society. The question warrants its own indictment of research studies.
