I lack a tool to "lay out" image/text information visually. Like a word doc but not just linearly downwards, but all around on a large 2D plane, with ability to zoom in/out, etc. Really doubt that we've reached anywhere close to the peak of UI tooling for the brain.

Sounds like a job for VR. I have already seen this kind of features in VR applications but not with the level of detail you explain here.

You'd need a machine with a hefty lot of memory to keep multiple layers of enough size, no? Maybe a vectorial counterpart?

That sounds like the biggest mismatch ever. Photoshop for note-taking? Very crude search, no metadata on text. For design, sure.
