isn't calling monte carlo tree search a symbol-manipulating apparatus as outrageous as calling coin flip a symbol-manipulating apparatus?

Isn't MCTS sufficient on its own to solve any board game? The only obstacle being the size of the search space, for some games. Pattern recognition then acts as an auxiliary helper to prune the search space and make the initial solver more effective.
