The prior could also come soliciting domain knowledge & contextual information from domain experts. Like work done at @HaystaxTech
The key to learning from small data is always a good prior. No way around it. Sometimes this prior comes from representations previously acquired, sometimes it is encoded in the algorithm you're using.
