Very surprising I would expect it be the other way around. But does the statistics accounts for Keras imports? Keras imports TF but TF does not import Keras. Also I often import from Tensorflow even though I use Keras exclusively.

You must remember that the kernels platform on kaggle is limited to 1h excecution time and therefore training models in genera is not it's primary use case for them.
